Charter of the International Micronational Assembly

Founding draft
This charter is a founding draft prepared by the founder. It applies provisionally until the General Assembly formally adopts, amends or replaces it by resolution.

Article I — Name and nature

1. The organization is the International Micronational Assembly ("the IMA"). 2. The IMA is a voluntary online community of micronations. It is not a state, government, or intergovernmental body, and membership does not constitute recognition by any government.

Article II — Membership

1. Any micronation represented by a registered user may apply by creating a country page. 2. New countries hold applicant status. The operators (acting as secretariat) may admit an applicant as an observer or member, or decline, applying the published membership requirements. 3. Members may be suspended for breaches of the moderation rules. 4. A country may leave at any time.

Article III — The General Assembly

1. The General Assembly consists of all member countries. 2. Each member country casts one vote unless the Assembly adopts a weighting rule; the current rule is published in the Assembly hall. 3. Proposals are submitted by a member country's representative, debated for the published period, then voted on. 4. A proposal is adopted by a simple majority of votes cast, abstentions excluded, unless the Assembly has adopted a higher threshold. 5. Resolutions bind the organization and its members only to the extent members agree; they have no force outside the IMA.

Article IV — Diplomacy

Relations between countries require the consent of both parties and are recorded publicly. No country may assert an agreement another has not accepted.

Article V — Operations and funding

1. The platform is operated by the founder and appointed operators. 2. Operators moderate content, review admissions and advertising, and maintain the service. 3. Advertising is clearly labelled and exists to cover operating costs; any surplus is reserved for emergencies and reported to members.

Article VI — Amendment

This charter may be amended by a two-thirds vote of the General Assembly, subject to the operators' responsibility for the lawful and safe running of the service.
